Paul de Ruiter Architects designs new police hub for 2,000 employees in Eindhoven

Commissioned by the police, Paul de Ruiter Architects is designing a new police hub at Land Forum in Eindhoven. The project brings together various police units currently scattered across the Eindhoven region into a single location, creating a work environment that fosters collaboration, knowledge sharing, and efficiency. The site, spanning over 7 hectares, will eventually accommodate a workforce of approximately 2,000 people.

The site will feature several buildings with diverse functions - including offices, specialized police facilities, meeting spaces, a public hall, logistics facilities, storage buildings, and a restaurant - all set within a green landscape designed by Buro Lubbers. Paul de Ruiter Architects is responsible for designing five of the six buildings, while Architectenbureau De Twee Snoeken is designing the sixth. A central route, known as 'de Loper' (promenade), connects the various buildings and functions. Along this route, there are meeting spots, an internal courtyard, and informal work and social areas - all intended to foster collaboration and interaction. The architecture is defined by a family of buildings sharing a restrained color palette; each features a distinctive rhythmic façade pattern, interspersed with more open sections where the walkway meets the building envelope and accommodates the entrances.

Health and well-being are key priorities. The design adheres to biophilic principles, emphasizing natural light, views of greenery, natural materials, fresh air, and inviting spaces for social interaction and physical activity. Sustainability also plays a central role; Land Forum will be all-electric and energy-neutral. The design incorporates systems such as thermal energy storage (TES), heat pumps, and smart energy management. Additionally, the project focuses on circular design principles, prefabrication, and measures for biodiversity and climate adaptation, including green roofs and water retention systems.

By combining a healthy work environment, flexibility, and strong integration with the landscape, Land Forum offers a future-proof facility that meets the needs of the police force and its employees. Construction is expected to start in 2028, with the consolidated facility scheduled for completion in 2030.
