Construction will begin in December on Waldorp Four, a large-scale new development adjacent to The Hague's Holland Spoor railway station, and part of the extensive transformation of the Laakhavens neighborhood into a vibrant urban district. Waldorp Four addresses the growing need for affordable housing in urban areas. The project comprises a total of 1,171 homes: 560 for middle-income earners, 399 for students, and 212 social housing units. There will also be space for businesses, restaurants, and green roof terraces designed by landscape architect ZUS.
The 300-meter-long substructure connects the four residential towers with the intermediate blocks and features an inviting, transparent plinth combined with green-covered wooden facades. This substructure will soon house shops, restaurants, and creative workspaces, contributing to the transformation of Waldorpstraat into a dynamic, livable urban street.
Located near The Hague Holland Spoor station, Waldorp Four is a central link in the neighborhood renewal. Designed by Paul de Ruiter Architects, the four residential towers are built atop a 300-meter-long substructure with space for shops, restaurants, and creative workspaces. The design emphasizes transparency, with ample glass and a welcoming atmosphere thanks to the wooden and green facades. The plinth serves as a meeting place and contributes to the transformation of Waldorpstraat into a dynamic, livable urban street.
The development, spanning over 75,000 m², is being built on a 30 by 300-meter residual strip, wedged between the busy Holland Spoor railway line and Waldorpstraat. Building on this tiny site, with no space for a construction site and restrictions limiting hoisting over the railway, is only possible thanks to ready-made prefabricated modules that are delivered just-in-time and hoisted into place—up to 75 meters high. This elevates prefabricated building innovation to a new level. With a gross floor area of over 75,000 m², this is the largest prefabricated housing project in the Netherlands, realized with a focus on efficiency, circularity, and sustainability.
A healthy and green living environment
Landscape architect ZUS designed roof gardens and green facades that contribute to biodiversity and create a pleasant living environment. Furthermore, an innovative installation concept minimizes energy consumption and maximizes living comfort. All homes are being developed according to the highest sustainability standards, with BREEAM-NL Excellent certification, an A+++ energy label, and BENG 1 = 58 kWh/m², BENG 2 = 37/kWh/m², BENG 3 = 59%, and TO Juli = 1.2. Completion is scheduled for 2028.
Waldorp Four is a development by Sustay and is being realized in a broader collaboration with Duwo, Arcade, Greystar, ABP, the municipality of The Hague, and construction companies Heddes Bouw & Ontwikkeling, Ursem Modular Building Systems, Ballast Nedam West, and Schouten Bouwtechniek. The design team consists of Paul de Ruiter Architects, ZUS [Zones Urbaines Sensibles], Pieters Bouwtechniek, and DPA Cauberg-Huygen.
